What is IGLU?

Véronique Tougas has been the principal shareholder of Cambli Group since 2016 and has served as its president since 2010. A determined entrepreneur, she has over 20 years of experience in the manufacturing sector and is deeply involved in her business community. Ms. Tougas has served on several boards of directors and co-founded Divine Olive, an olive oil production company in Morocco, in 2005.

Throughout her career, she has received numerous accolades, including "Business Personality of the Year" and "Manufacturing Company of the Year" from the Haut-Richelieu Chamber of Commerce and Industry in 2019, the "HEC Excellence in Emerging Leadership Award - SME Category" in 2012, and the "High-Impact Entrepreneur Award - Company with the Most International Distinction" from the Quebec Women Business Network in 2022. She was a winner of the 13th "PWC Medallists of Emerging Leadership" competition and in the "Medium-Sized Enterprises" category during the 2nd, 3rd, and 4th editions of the Women-Led Enterprises Awards.

Ms. Tougas holds a bachelor’s degree in business administration from HEC Montreal and is a member of the Quebec Order of CPAs. She is also part of the 2015 cohort of Effet A and the 2013 cohort of Richard Ivey Business School's Quantum Shift program.

Steve Hétu holds a bachelor's degree with honors in Political Science and a master's degree in Defence Studies (MED). He is a graduate of the Toronto Joint Command and Staff Program and holds a diploma from the College of Directors as a Certified Corporate Administrator (CCA).

After completing 29 years of service in the Regular Force, he transferred to the Reserve Force to join the Fort St-Jean Corporation as President and CEO. He continued his military career on a part-time basis, during which he commanded the 6th Battalion of the Royal 22nd Regiment.

After serving his country for 33 years, Steve Hétu retired to dedicate himself to the various civil positions he holds. In addition to his role as President and CEO of the Fort St-Jean Corporation, he also serves on the Military Liaison Committee of the City of Saint-Jean-sur-Richelieu.

Marie-Eve Grégoire holds a Bachelor's degree in Finance and a Certificate in Accounting from the Université de Sherbrooke.
She began her career in the industrial sector, where she acquired solid experience in financial statement preparation, budget management, and profitability analysis. She continued her career with a multinational corporation, contributing to the management of complex financial projects and risk assessment in collaboration with international teams. She then worked in the manufacturing sector, leading several transformation initiatives.

In May 2025, she joined the Corporation du Fort St-Jean, where she holds the position of Director of Finance and Procurement. In this capacity, she also assumes the responsibility of Treasurer of the ELRFC Association, a role that naturally aligns with her expertise and commitment to sound financial governance.

Marie-Eve Grégoire is a member of the Ordre des CPA du Québec. She positions herself as a strategic leader fully committed to the performance and sustainability of the organizations she supports.

Master Warrant Officer Marc Boucher brings an exemplary 27-year military career in the Canadian Armed Forces, marked by exceptional leadership and diverse operational expertise. His remarkable progression demonstrates a deep commitment to military service and professional excellence.

His extensive operational experience includes four deployments on critical missions. He served in Bosnia-Herzegovina in 1999, completed two deployments to Afghanistan in 2006 and 2009, including Operation Medusa where he worked with Canada's first TUAV SPERWER drones, and participated in Operation Hestia in Haiti in 2010 following the devastating earthquake.

His career illustrates remarkable professional evolution, progressing from infantryman to Meteorology Technician, then becoming an influential instructor at the Canadian Armed Forces Leadership and Recruit School where he trained over 16 platoons. Promoted to Master Warrant Officer in 2020, he currently holds the strategic position of School Commandant.

Boucher's civic engagement significantly enriches his professional profile. A St. John Ambulance volunteer since 2001, he became Provincial Director for Quebec between 2011 and 2014. He holds the prestigious title of Knight of Grace of the Order of St. John and was appointed Honorary Aide-de-Camp to the Lieutenant-Governor of Quebec. His bachelor's degree with distinction in geography, obtained in 2024, completes a profile combining field experience, administrative leadership, and exceptional community engagement.

Lieutenant-Colonel Marc Kieley brings an 18-year military career in the Canadian Army, demonstrating sustained progression and diverse expertise in operations, strategic planning, and leadership. A Carleton University graduate, he enrolled as an infantry officer in 2006 and developed solid operational experience.

His career includes two significant international deployments. In Afghanistan in 2010 with 1 RCR, he held several positions including liaison officer to the Afghan Army and platoon commander in Panjwaii District. In 2015, he served in Iraq during Operation IMPACT as S3 of the Special Operations Task Force, gaining valuable experience in complex environments.

After commanding an infantry company, he held key positions at the brigade level and at National Defence Headquarters, notably as military assistant to the Vice-Chief of the Defence Staff. At Strategic Joint Staff, he led the development of the military assistance program for Ukraine and the expansion of NATO's multinational brigade in Latvia.

Currently serving as Commander of the Canadian Armed Forces Leadership and Recruit School since 2024, LCol Kieley combines specialized academic training (Master's in War Studies, diploma in Human Rights and International Relations) with practical experience spanning tactical operations, strategic planning, and institutional training.

Claire Charbonneau holds a university degree in finance and accounting. She is a member of the Order of Professional Accountants (CPA), demonstrating her expertise and commitment to the highest standards of the profession.

She began her career as an auditor at Revenu Quebec, where she worked for 12 years. Since 1986, she has served as Financial Controller at Les Créations Elite Inc., where she ensures rigorous financial management of the company.

Active in her community, Ms. Charbonneau has served as a municipal councillor for the City of Saint-Jean-sur-Richelieu since 2013. She plays an active role on several committees (Chair of the Finance Committee, Chair of the Military Liaison Committee, Treasurer of NexDev, an economic development organization, and Member of several other municipal committees).

Her professional career and municipal involvement demonstrate her dedication, rigor, and deep commitment to the economic and social development of her community.

Holder of a bachelor's degree in business administration and a short graduate program in ethics, Marie-Josée Boivin has worked in early childhood services for over two decades. She joined CPE Joie de Vivre in 2001 and has served as General Director since 2002. Her engaged leadership and human-centered vision have greatly contributed to the development and quality of services provided by the establishment.

Ms. Boivin is also very active in her community. She serves as President of the Association of Early Childhood Centers in the Valley of the Forts, where she advocates for the interests of early childhood centers in the region. For over ten years, she has served on the Perinatal and Early Childhood Roundtable Chemin D'API, an intersectoral coalition whose mission is to maximize the health and well-being potential of mothers, fathers, unborn babies, and children aged 0 to 5 living in vulnerable situations.

For the past three years, she has also served on the CFLRS board of directors, where she represents the interests of military families.

Driven by deep conviction, Ms. Boivin believes that every child aged 0 to 5 should grow up in a quality living environment and that every parent should be able to go to work with peace of mind, knowing their child is in good hands.

Holder of a bachelor's degree in political science with a concentration in public administration, Stéphane Legrand is Vice-President of Sales at Icimédias, Quebec's largest press group, which owns 23 regional newspapers.

Mr. Legrand has extensive experience in administration and business development. With a strong entrepreneurial spirit, he directed his own food business in Saint-Jean-sur-Richelieu.

Stéphane Legrand also served as a municipal councillor in Saint-Jean-sur-Richelieu for 11 years. During his terms, he held the positions of President of Haut-Richelieu Tourism and Vice-President of the Executive Council of the City of Saint-Jean-sur-Richelieu.

Before joining Icimédias, Mr. Legrand also had a notable stint as General Director of the Haut-Richelieu Chamber of Commerce and Industry.

Driven by a constant desire to actively contribute to the development of his community, Mr. Legrand has multiplied his volunteer involvement with recognized regional organizations. He has notably served as an administrator on the boards of the Fort St-Jean Corporation, the Cégep Saint-Jean-sur-Richelieu Foundation, the Health Foundation, and the International Hot Air Balloon Festival.

Mr. Legrand is currently an administrator on the board of Marcellin-Champagnat Secondary School. He also serves as President of the Business Support Center Haute-Montérégie, of which he is the representative within the provincial network of SDCs and Business Support Centers.

Melany Parent-Poisson has been the manager of the Canadian Forces Leadership and Recruit School Association (CFLRSA) since September 2024. She holds a bachelor's degree in English and Intercultural Studies (2018) and a micro-program in college teaching (2021), both from the University of Sherbrooke.

In 2021-2022, she taught English at the secondary level in Alicante, Spain—a formative experience that deepened her sensitivity toward newly arrived English-speaking military families, having experienced cultural shock and language barriers herself. A military child and native of Saint-Jean-sur-Richelieu, Melany intimately understands the reality of the families she supports. After 12 years at La Ronde, including eight as a manager, she left the corporate sector in 2024 to dedicate herself to a meaningful community mission.

At the CFLRSA, she developed the IGLU program services, which in 2025 helped more than 30 families relocate to Saint-Jean-sur-Richelieu with personalized support, in collaboration with local organizations. Her attachment to her region and personal experience fuel her daily commitment, guided by compassion and passion.

Marie-Eve has more than 25 years of experience in administration and human resources. Currently an Executive Assistant at Groupe Cambli Inc., she plays a key role in supporting senior management, coordinating operations, and optimizing internal processes.

Throughout her career, she has held positions in HR management and administration. Her meticulousness, organizational skills, and ability to anticipate needs make her an essential pillar in every team she joins.

She holds certificates in Human Resources Management (UQAM) and Supervision (HEC Montréal), combining technical expertise with operational leadership to actively contribute to organizational performance and stability.

Since the beginning of the IGLU program, Marie-Eve has been actively involved with the CFLRSA, where she serves as Assembly Coordinator.

Alana Mahaney is a dedicated professional with extensive experience in customer service, both within the Department of National Defence and in the civilian sector. Driven by a sincere desire to support others, she thrives in roles that foster human connections and a sense of community. As a military spouse herself, Ms. Mahaney has developed strong adaptability, remarkable resilience, and a deep appreciation for solidarity.

Her time at the Canadian Forces Housing Agency reinforced her conviction about the importance of listening and empathy in supporting military families. Having personally experienced the challenges of frequent relocations, she is committed to equipping the military community to better navigate residential transitions during postings. Since April 2025, she has been actively involved in the IGLU program, contributing to improved access to information and strengthening support offered to families during relocation.

Through her ability to forge authentic connections, Ms. Mahaney provides relevant support and exceptional service, ensuring that every family feels supported at every stage of their journey.
